The program takes non-violent drug offenders out of prison and puts them into diversion programs that offer things like drug rehabilitation and treatment.
With prison populations swelling beyond capacity, some jurisdictions are turning to alternative methods to reduce the number of people put behind bars. The docket program in Franklin County gives those that have committed non-violent offenses a chance to avoid prison since they pose little danger to society.
Prosecutors argue that the program may make it more difficult to get criminals to cooperate in investigations and hand over information that could lead to other arrests.
Joslyn, however, takes issue with mandatory sentencing for non-violent drug offenders as it can punish first time offenders to years in prison and clogs the system.
